Yes. Phone photos can carry the exact place and time they were taken. This tool rebuilds each picture in your browser, which leaves that hidden data behind, and the downloaded photo does not carry them.
The usual Indian passport photo is 35 x 45 mm. A PAN card photo is 25 x 35 mm. Presets for these and other common sizes are included. Always check the exact rules of the office or form you are applying to.

No. The cropping and the sheet are made in your browser. Your photo is never sent to us or to any server, which matters for ID photos.
